Would this situation make my friend a dual citizen of both Turkey and America

Would this situation make my friend a dual citizen of both Turkey and America?
My friend Alicia's mother, who previously lived in the US, had been living in turkey for ten years by the time she was born. Alicia's dad was Turkish, and Alicia lived in Turkey for the first ten years of her life. She came back to America with her mother in 2,000. Would she need to apply for U.S citizenship, or would she already be a dual citizen of both Turkey and America?

She already has dual citizenship. EDIT Her mother is American, and, if I'm not mistaken, Alicia was born in Turkey. I don't see anywhere that Alicia is 18 (which is irrelevant anyhow). I'm 99% sure she's a citizen of both countries. Do I need to add further details to confirm this? Because it seems as though most people aren't convinced. Let me elaborate: Alicia's mother is a US citizen, which makes her daughter one as well. Check the site below for more details.

she doesnt have a dual citizenship, as i understand she is over 18. so she can get the citizenship by applying to the court, and proving the evidences of her kinship as i know. she has exceptional privileged case in the court by her kinship. but dont rely on what i said, i'm not a lawyer. she'll apply for us citizenship, you better ask the question in relevant section
