Would this situation make my friend a dual citizen of both Turkey and America

Would this situation make my friend a dual citizen of both Turkey and America?
My friend Alicia's mother, who previously lived in the US, had been living in turkey for ten years by the time she was born. Alicia's dad was Turkish, and Alicia lived in Turkey for the first ten years of her life. She came back to America with her mother in 2,000. Would she need to apply for U.S citizenship, or would she already be a dual citizen of both Turkey and America?

If she was born in any country other than USA, she is not a citizen of USA, even if her parents are. She must apply for citizenship. The exception is if she was born in the US consulate premises. If she came back with her Mother - then she needed a passport to leave Turkey - she may ask for dual citizenship.
