My friend Alicia's mother, who previously lived in the US, had been living in turkey for ten years by the time she was born. Alicia's dad was Turkish, and Alicia lived in Turkey for the first ten years of her life. She came back to America with her mother in 2,000. Would she need to apply for U.S citizenship, or would she already be a dual citizen of both Turkey and America?

she has no claim at all for US citizenship at least one of her parents would need to have been a US citizen.
