you can water proof the lnb with silicon spray or caulk to keep it dry. You can't fix the weather if the storm is interfering with the satellites signal.
2 :
You cannot stop the rain, or its effect on the signal between the satellite and your dish. The best you can do is properly peak the dish to minimize the losses the rain imposes on the signal. A larger dish might help. If you mean moisture is getting into the LNBF or connections and affecting performance, you can seal or replace those so they are not affected.
