My friend Alicia's mother, who previously lived in the US, had been living in turkey for ten years by the time she was born. Alicia's dad was Turkish, and Alicia lived in Turkey for the first ten years of her life. She came back to America with her mother in 2,000. Would she need to apply for U.S citizenship, or would she already be a dual citizen of both Turkey and America?

I think she would need to apply since she herself was born in turkey only her mum was born in America and as she hasn't been Living in the Us this would back that point

rules change frequently in both countries. Best to contact US State Department for latest on that situation. Then contact nearest Turkish embassy and ask their latest assessment of the same situation.

I don't know the rules for Turkish citizenship. If she was born in Turkey, it seems logical that she would have Turkish citizenship, especially since her father is Turkish. Some countries have laws that if the father is a foreigner, the child would not gain citizenship. It looks good for her on the Turkish side. I know a lot about American citizenship. A person is a citizen by birth (also called "birthright citizenship") by: 1. Being born on US soil 2. Being born to one parent who is a US citizen. It is irrelevant whether it is the mother or father and it is irrelevant where the child is born. Citizenship is automatic at birth under those two conditions. Note that "Citizen By Birth" is not to be confused with the nebulous "Natural Born Citizen" that is always debated in regards to the US Presidency. That has been given all kinds of different definitions. You did not state whether Alicia's mother is a US citizen. If she is a citizen by birth or a naturalized citizen then Alicia is also a citizen by birth. If Alicia's mother was a resident alien of the US, but not a US citizen, then Alicia does not have US citizenship.
