In five years I intend to live in Turkey permanently I want to know who I will pays taxes to?
I want to know if I am living in Turkey will I pay taxes to the U.S , or Turkey.

Why would you still pay taxes to the US? You'd pay them in Turkey, of course. I'm not sure what taxes are like in Turkey, but I don't think they're as much as they are in the US. This website is quite useful: http://www.turkisheconomy.org.uk/buyingproperty/property_taxes.htm

Hi No you will not be paying taxes for the U.S at all anymore, all the taxes will be going to the Turkish government.

You might have to pay taxes to both. As an American citizen, you still have to pay taxes on income earned overseas. Consult a tax or immigration lawyer who could better help you answer this question. I really don't know what it would be in your case, you might have to renounce your citizenship, or your right to vote in the United States if you did not want to pay taxes to the US government.

It depends on your individual circumstances and reciprocal agreements between the USA and Turkey.I am English and lived in Turkey for the past 6 years.Because I receive a government pension I still have to pay income tax at source but nothing in Turkey.If I sold something such as a house I can chose to pay capital gains tax in Turkey or UK because they have an agreement to prevent double taxation.It is something you would need to enquire with your IRS about as I said before different nationalities have different rules.
